Fix the settings tab highlighting
When visiting a repos `/settings/units` page, highlight the active tab properly: "Add more..." if the tab is displayed, or "Settings" otherwise. Fixes #3188. Signed-off-by: Gergely Nagy <forgejo@gergo.csillger.hu>
