Giteabot	ecae62837c	Refactor `setting.Database.UseXXX` to methods (#23354 ) (#23356 ) Backport #23354 Replace #23350. Refactor `setting.Database.UseMySQL` to `setting.Database.Type.IsMySQL()`. Replace #23350.

Refactor `setting.Database.UseMySQL` to
